In a finished interior the fresh water container is a piece of the galley, not a fixture. This one holds 20L.

Where it lands is a layout question. Leave a clear width at the end of the galley run, at a height you can lift a full container to, and the sink stays usable. Insulation, splashback and any trim around the bench should be finished before you decide that spot, because it is easier to keep the space open than to reclaim it later.
Once the interior is closed in, a container is the one water part you can still move or remove without touching the cabinetry.
Does it need fixing down?
Not fixed in place. It stows on the bench or in a locker, and travels there.
